In this day and age, there is no difference in terms of quality unless you're in the very high-end price range of monitors ($750+ per monitor).
Anyways, in terms of functionality, a monitor is more of a direct process, it has fewer room for other shit that TV's would have and strives for a high refresh rate.

Yeah, most 4k tvs have 120hz now(reals no fake) thanks to HDMI 2.0 standarts.
