I don't think morrowond has a good combat system, but it was a lot less of an issue after a couple levels and no problem by the time I was doing the expansions.
Morrowind is a phenomenal classic RPG, some of the quests and world building I'm that game is totally unmatched. Oblivion was my first elder scrolls and my favorite but its a totally different style of game
