Fury X used water cooling and Fury didn't have reference designs, it was all partner boards, so they were dealt with appropriately. True, the cards do have high TDP, but they are cooled accordingly. Not that it matters, the 480 is a 150w TDP 14nm midrange card, heat is extremely unlikely to be an issue.
Also the 1080's reference design also thermal throttles and runs too hot. Neither company is immune to this.

AMD CPUs aren't even THAT bad for emulation either, my fx-4300 has very few issues running dolphin games at full speeds, often upscaled to 1080p too.
