actually it was a condition set by Valve as part of the engine lease. they didnt allow Activision to release Bloodlines before HL2 shipped, which also caused a massive gap between end of development and actual release during which Activision didnt allow Troika to fix the game.
Activision, forced to already delay the game many times, decided to push it out the door as soon as possible - which meant on the same day as HL2.

While I agree that VTMBs quality takes a serious nosedive about two thirds in, there are still some parts I like. I enjoyed the taxi, the fight with Grünfeld Bach and the final fight with the Sheriff, if only for the fact that I could jump over his sword swings.

Yeah, but you have to remember there wasn't THAT much writing in the game. It's not like characters are walking encyclopedias you see in modern Bioware games or anything where everyone is all too eager to talk to you about their lives and shit. Playing the game for the first time, it's way more immersive than I first gave it credit for, most of the cast are actually pretty likable and the VAs really sell it well.
I'll probably do a second playthrough with all the quest mods installed, but I think I might roll Toreador again; seducing or persuading everyone I meet is so damn neat
