Atlus also lied about that one. They claimed it would have gotten an AO rating, yet they censored it beforehand and didn't even attempt to submit it for rating uncensored.

I guess the only hope we have for these games are PC ports. NISA confirmed Criminal Girls 1/2 will be on PC, so I guess we can hope someone will somehow put the voices back in, the original art, and remove the pink fog.

No, it really isn't. The Jap version had the pink fog too, it just covered up less and went away over time. NISA's pink fog obscured the visuals but you were still perfectly able to see what was underneath. Redrawing the art is far, far worse, as it removes the original visuals entirely for neutered content.

Criminal Girls 1/2 revolves around rehabilitating a bunch of criminals. It has your stock standard RPG elements like Disgaea, Phantom Brave, and so on. The main draw is the "Punishment Time" minigame, where you get to spank, molest, and poke the girls for misbehaving. The CG's for this had the girls tied up, gagged, and so on.

The censorship changes it to "Motivation Time" because they thought "punishment" didn't sound consensual, and it made the "power gap" between you and the characters "too wide". They redid ALL the CG's to remove the bondage, gags, etc. They added a thick pink fog to obscure the CG's (the JP version starts with a thin fog that completely goes away if you do well). They removed ALL voice acting from the minigame (apparently having the girls moan and say stuff like "please don't..." made the "power gap too wide").

I personally would, since it changes the entire main focus of the game by butchering the fuck out of it. The entire point of the game was to rehabilitate a bunch of criminals. Their loyalty level would determine if they could use certain abilities or even obey your commands. If you had a low loyalty level, they would sometimes ignore move commands, move somewhere else, or so on. In order to fix this, you would punish them in the "Punishment Time" minigame (with all the stuff mentioned previously).

Since that's gone, they rewrote a lot of stuff. Instead of them being delinquents and disobeying orders, the NISA version has them being lazy or not hearing your commands, so you have to "motivate" them instead, which they fully "consent" to by the way (the NISA version has them explicitly tell you it's OK to "motivate" them).

The only difference I can think of is that you don't trust their word, and would only trust an official rating. I think it's unfair to expect niche localizers to go that extra step to submit first because they could add extra money submitting, extra time waiting which would be lost money, and would effect sales forecasts because of the delay. If they were doing physical copies too they'd probably have to reschedule the printing which I'm sure would be a hassle and probably cost money as well.
If the end result is the same content no matter if they submit first or consult first, then why does it matter?

The reason is to filter out straight-up porn. Nintendo, Microsoft, and Sony do not allow AO games on their consoles (not due to legal reasons, simply their own policies). I don't understand this company at all.

They don't want their image to be associated with games like CG and their content, so when they bring them over they censor the hell out of them. Yet at the same time they outright state that all the hoops they jump through they impose on themselves and the chances of such games getting an AO or practically non-existent. They don't want to submit things to the ESRB because it takes "time and money", yet they shell out the cash to redraw and replace art which must take more time and money then just seeing what the ESRB would say about the original version. Not only that, but even the ESRB has said before that a lot of their fears are unfounded.

They have to be the most ass backwards company in existence.

None of this matters as you will not be buying it anyway (which is debatable considering Fates and Bravely Second). Fates did fine, Bravely Second did fine, and this game will do well enough with their target audience otherwise they would not both localizing it. God you anti-censorship idiots are so obnoxious.
