It's not actually available yet. They're waiting on the Zenny Shop to be fully functional where that can be purchased for real money. If you own the season pass, it will be free but only Alex and Guile have those costumes available right now

The points are just as useless as player points in SF4AE. It's clear that Capcom has no idea how good statistics-based systems work, for one both games started people off at 0 rating when they should have had a base positive rating to account for variation among new players.

A base 0 rating also means there's a lot of point inflation, because there's actually a net point gain close to the bottom which would bubble up through the ranks even if the system were otherwise correct. This was the basic problem with PP in SF4, even shitters reached 2000 if they played long enough.
