There is that one mod that adds extra npcs pretty much everywhere to make things bit livelier, but I don't really like it myself. As far as canon npcs go I think it's bothersome enough as it is hunting some of them down, doubt I want them moving around too much.

One thing Oblivion did absolutely right in terms of roleplay, mages make potions, schollars read, commoners sweep the street, harvest and work.
