Depends entirely on the mocap director. A lot of them seem to think replicating real motion is good enough and don't think about how a character should be moving.

I suppose if you're going to go for that super-realistic feel then its just about a necessity at this point, but honestly I prefer my games a lot more stylized. I don't think I've ever played a game where everything depended on the mo-capping, but good animations have made or broken several games.

It's not a programmer but a team of animators and keyframe animation is basically digital stop motion animation and takes a really long time.

Mocap isn't simply recording an actor's movements and shoving them into the games as is.
They still have to be processed and inserted by animators.

So mocap is used to ease the workload on animators and save time.
