Oversaturation =/= "fantasy" or "illustrated" look. Those rely on low contrast, pastel-toned palettes. CDPR completely phoned it in with the look on B&W, slapping a barf filter on everything and amping the contrast past 11 without any thought for actual color theory or aesthetics.

It's actually true. The pic is misguided/misleading, but the truth is that as detail increases, the amount of polygons to represent said detail also increases exponentially. Such resources are better spent on lighting and shading, which is why PBR/GI/raytracing is becoming common.
The problem is that sophisticated lighting is also much more computationally expensive than simply pushing out more polygons, plus lighting hasn't been developed to the point where it's "scalable" in the same sense that polygon workflows have evolved to let even relatively non-technical artists create good models.
