In suggestions for what gameplay mods to get? I assume since its morrowind in oblivion, that alone fixes many oblivion issues, like scaled leveling, I assume. But what about gameplay balance, UI and stuff like that?

Doing that, and killing him in the arena is what got me my invitation to the dark brotherhood on my first play through. Somehow this note wasn't quite as ominous as it should have been considering that I killed him in front of half of the city as they cheered on.

I can fill in for ya.
My favourite glitch is in Oblivion. I'm not sure if this is exclusive to the Xbox version (it doesn't work on the PC, at least not with patches installed and because I can only produce it on the Xbox I can't take screenshots) but basically you can melt people. Their joints will remain including their heads, knees, etc, but the floppy ragdoll parts of them completely break apart and will stretch for eternity and blanket the town in flesh if you separate the body parts far enough.
What you have to do is paralyze an NPC right as they're going through a loading door, right as they start to fade. Get a paralysis on touch spell for whatever duration - it doesn't matter, as long as they're paralyzed when they load into the area they're moving to. Since it counts as an assault, if you run into the area they went into they'll be afraid and most likely will run back outside where the most fun can be had. Paralyze them again to temporarily melt them or just kill them and they'll stay melted permanently until their corpse gets cleaned by the engine. The first time this happened, it was with the Adoring Fan who melted right off of Dive Rock. Shit was hilarious.

If you have decent strength you'll be fine, oblivion carry weight isn't really bad.

Block/heavy armor should be good for you. Your magic resistance will also be fine since that's based off willpower. The only thing you'll miss out on is being able to unlock chests.
Also armor reduces magic efficiency in-game, so keep that in mind. Up until 50 in either armor skill, I think, you get an effectiveness penalty. It caps at 95% though.

Although I think they went kinda overboard, in Cyrodiil there's supposed to be only two cultures, Nibenay Basin and the Colovian Highlands, every city having their own special snowflake architecture looked odd to me.

That's really up to you. KoTN has some great paladin gear, so you might want to do that first.

spent a lot of time in the imperial city harbor fucking around with the pirates. like walking onto their ship so they aggro, and then retreat back to land while so that the city guards and random civilians kick the shit out of the pirates. then load and repeat.

Most japs wouldn't know a good game if it hit them. They're playing casual bullshit, waifusims and mobile crap. The "east is hardcore" is a damn myth, only a small minority of them are, just like in the west. When Ninja Gaiden 2 was released, Itagaki said in the interview even back then, that western players are a lot less whiny about the difficulty of games.
