Atlus's dubs are pretty hit and miss for me even though I play maybe 1 of their games a year. You do realize how much bullshit go into VA work right? Video Game VA is basically one step up from Hentai dubbing over here and is bottom of the barrel of work, why do you think that VAs who have made it big like Troy Baker stopped doing this shit? Not to mention Japanese VA contracts are some crazy bullshit and you have to write out that the voiced will be used overseas and rewriting contracts and getting someone to sign them and then having to negotiate money is a huge pain in the ass. Whenever I was dubbed hentai it's all from the 80s or 90s.
Why don't people dub hentai any more. Is it because people stopped buying it.
More importantly does that suggest that there actually was a market for it at some point in time?

Ratings boards don't work that way. The developer/publisher submits footage of the game. They review it and they tell them the agreed rating. If the developer/publisher aren't happy with the rating, they're the ones that will have concerns and can make changes and make a resubmission to the ratings board to be rated again. The only people that will have concerns are the ones trying to hit a specific rating. And that's typically the developer/publisher.

They don't get money for changing stuff. They are literally incapable of making any changes beyond the text file they send back to the developers, even minor programming changes, as they have no artists or programmers. They also don't charge the Japanese studios to localize their titles, they pay them a fixed fee for the licensing and then a percentage of profits.
The Japanese developers don't want to make changes, as they have usually moved onto (and are well into) the next game, so anything more than a week's worth of programming and testing is usually rejected. Which is why so many games wind up with unsubtitled battle scenes.
