Its obvious they aren't giving a shit about this game in the West. Look up the difference between the JP reveal pages for Ibuki and the Western ones. They get far more information about her, much more detail. In English speaking territories, we get badly translated move descriptions and tiny 240x320 screenshots of the moves.

SFV is set between SFIV and SFIII, hence all the SFIII people are younger while all the people from SFII-Alpha are older. As for Ibuki, her entire SFIV "story" is just skipping ninja camp, so she doesn't need the outfit. Coming into SFV, she's attending Ninja School, so she has the school girl outfit. Presuming she's graduated or is on a break, Ibuki reverts to the potato sack in SFIII.
It's dumb, but consider SF is the only fighting game that never cared about its story. Now that people are demanding it, they have to go back and work with all the stuff they didn't give a shit about before, so you end up with weird stuff like Ibuki looking/sounding older in SFIV then de-aging in SFV. If Dudley and Makoto get in, it'll be the same story.
