Within reason, you can bend it. IIRC, in HoI3, the AI if you didn't control Britain would always declare war on Germany so that a war would definitely happen. But there's nothing stopping you from playing as say, Bulgaria and aiding the allies or playing as Canada and aiding the Nazis.
There usually is a problem at the start since for example, the allies always have Britain in it or France but I'm sure you can edit it (or at least use the gameplay mechanics) to leave the allies and join say, Russia.
