The mere fact that co-op and the puzzle creator exist makes it pretty much impossible for Portal to be the better game.
Portal 1 barely scratched the surface of what the puzzle mechanics were capable of. It's like the best slice of a cake (story, atmosphere and pacing are way better in the first I'll agree), but the sequel is the rest of the cake.

Okami. Combat system is OK. Biggest flaw is that it's too easy. All the bosses (beside the bonus one and maybe yami) are total pushovers. I really thought you'd unlock a hard mode after beating the game.
It's just kinda unsatisfying to beat an awesome dungeon with nifty puzzles only to 3 hit kill the boss.
