Sagume expresses no more interest in the human heroines than testing them before redirecting them to Clappy's location, and even when she comes down to Gensokyo to request help, she does that through Eirin.
As much as I'd love Sagume to maybe appear in Reisen's ULiL story, chances of her interacting meaningfully with anyone but the Eientei crew are nigh zero.

If you play correctly, you wait until the faeries are covering more of the screen until you shoot. Spirits only require one or two shots as well, so long as you activate them with your scope. Mashing Z forever mindlessly will get you less gauge. Or you can use level 1 charge attacks, depending on your character.

IaMP had the 4 main protagonist girls and Patchouli as the initially unlocked stories, but that doesn't make Pachouli a main protagonist (not to say IaMP is on the same tier as PoFV, but it's something to keep in mind)
Regardless, it wasn't really until LoLK where Reisen was cemented as being a true main protagonist, getting a staring role like the others.
