So, that leaves one logical remaining option: they were built as infiltrators. When the omniums realized they were going to lose the war, they decided to play the long game. They churned out a number of omnics that acted human and could interact with humans. Now those omnics are integrating into human society. Gaining positions in law enforcement, the military, the government, the clergy. All in preparation for a great betrayal when the second war begins.
They don't even have to be conscious of it. It has been clearly established that the programs that drive the omniums themselves can take over and control any omnics and totally override their will and individuality. They could sincerely believe that what they are doing is innocent and has no ulterior motive.
