The only legitimate threats on Blue's team are Alakazam because of how OP Psychic was back then and Charizard because Fire Spin is LITERALLY broken. Meanwhile, Steven's team is much more balanced and threatening with actually useful movesets, meaning the devs didn't have to overinflate its levels to make up for its lack of power.

Like, it's a Fairy/Steel. It's SUPPOSED to look like a keyring. It's a little mischievous fairy that runs around and picks up lost keys. The ring is it's arms, you can tell this when it dies when it drops its keys. It's one of the few newer Pokes that had some thought put into it.
