Apparently, Valve is doing it mostly because there is no legal precedent on the subject itself, even though the Steam wallet funds you earn through the marketplace really cannot be defined as legal US tender. Everything you earn through the marketplace can only be used in their walled garden.

No, but they can be defined as "income", because they can be used to purchase products and services under a dollar amount. It is considered money by the IRS.
There is nothing to fault valve for here, though I know some of you will try as hard as possible. They have to follow the letter of the law.

I'm not really faulting Valve here. The marketplace is great, but I wish there was some way to withdraw wallet funds to use in real life. They could charge a fee and make even more money off it. This would prevent people scamming for real world monetary exchanges for items big time.
