It's a half press in the context of a single level which means in the context of a full run, that's a press less.

Let's say mario 64 had one level and that level used to be done with a single press inside the level and required a press to get into the level. So you jump into the painting, then jump to get the star. The whole run has 2 presses

Now let's say they found a way to do the level with a half press. So you jump into the painting and then you use the release of the A button to do something that lets you get the star. The run only has one press now.

If you lower the amount of presses within a level, even by .5, it lowers the amount of overall presses by 1, because by using a half press you're really just combining two presses.

If you're not interested in game mechanics or design or even just Mario 64, I don't blame you for finding the video uninteresting. But, I'll tell you a couple things:

1. It's not just about "a presses" He discuses more than a DOZEN different concepts and mechanics in that video which range from mathematical, theoretical, skill and mechanical.
2. The video was simply a response to numerous individuals who were asking him, "HOW DID YOU DO THAT?" as they were astonished to see what seemed like crazy glitches. You seem to be trying to imply that such a video is universally boring, but that's not the case at all.
3. Even if the content doesn't keep your enraptured, his editing is superb. Not just editing, but the placement and explanations he gives are truly remarkable. He relays very complicated ideas about math, mechanics, Hell even physics so well it's quite astonishing. And he explains them at just the right times, just when a person would begin thinking, "okay, but, why? How" and bam, he starts presenting graphical, visual, textual and audible reasoning and explanation of why and how. All in high quality, even in his presentation.

I'm not familiar with the challenge run (is that what this is?) scene, but how is RNG manipulation considered legal? That is just fucking stupid, you can excel in any video game if you're allowed to do that.
Plus he writes that without the manipulation it takes 15-30 hours for ONE pendulum zero frame, so to get enough SUCCESSIVE zero frames for his trick to work without RNG manipulation would probably take longer than the age of the universe or some shit. I.e. the technique isn't applicable to the normal game at all.

No it doesn't -- it's the exact opposite. If you told anyone that you half-pressed A, they would think you pressed the button halfway in or something. The language used actively confused the issue.

Neither would anyone looking at 0.5 press, which is why he has to include a paragraph of explanation and later a 5-minute+ video describing the simple concept.

I'm not saying that the symbol would be the best way to label it, but anything is better than "0.5 presses" because it is, by definition and in practice, not half a press. It is a held press. If the video was titled "Watch for Rolling Rocks with 0 A presses and a Held Press" then the only explanation needed would be "A held press is an A press held from a previous level so in a full game run it wouldn't add an A press to the total."

The coins in the levels are limited. The developers never made it exceed 255 coins, so they saved the coin record per level as a 1 byte number. Yes. However nowadays RNG is seeded with non-static numbers (like the current time) which makes it pretty much impossible.

Even then you can still take advantage of it. An example of that is Pokemon speedruns where the runner will set the time and try to start the game at specific time to get a certain ID. If they get that ID, they know what the seed is and can use that for later manipulation. An example of a modern game that didn't have seeded rng (because of a bug) was the PS4 version of FFX HD. If you died, and did the same actions as before, everything would play out the same including damage values.
