EA realised that their main target demographic for The Sims was housewives who loved Farmville.
As such, they decided to create a game for them to play on their husband's computer when he was at work.
They probably didn't play any other Sim game so they don't care about having an interactive neighbourhood that actually changes or adapts and didn't notice all the missing features.

They were originally making Sims 4 an online game, but after what happened with Sim City they completely scrapped it and had to rush out whatever we got with Sims 4.
