People often say Japanese voice acting is better. That's not really true, in reality Japan is really bad at acting (Not just voice acting but regular acting). Non-Japanese speakers say they can feel the emotion, but that doesn't it's good acting. It's bad because they exagerate every emotions way too much, and that's why you can feel it without understanding the language.
Some people also say they just want to hear it in its original language, but that's not necessarily true, since they enjoy multiple movies from different countries without necessarily even knowing it wasn't originally in english. It's just obvious with Japanese games and anime that they're Japanese. Plus some people actually use the Japanese dub in non-Japanese games, Overwatch being the latest where it's popular.
Here's the plain scientific truth: The Japanese language is just really pleasing to the ears because it follows a vowel-consonant-vowel stricture, while english and other european languages tend to follow a consonant-vowel-consonant structure, which is attractive to most people as it's closer to the sounds we hear in nature (Like bird chirpings or the wind making leaves move)

English dubbers (7 times out of 10) don't have the passion the japs do for voice acting, that's why most things are dubbed here in a booth with the voice actor talking to themselves. That's why every english voice sounds like it's in the same room regardless of where the characters are in the show/game (even outside). That's' why english voices don't sound genuinely angry or sad most the time, because there is no one to work off.
Comparing original japanese voice acting to english dubs, in most cases, is as jarring a quality difference as comparing someone in a movie reacting to practical effects vs. green screen acting, especially since both are handled similarly. You don't need to know what someone is actually saying to be able to believe or disbelieve it just by their tone. If you don't understand that, you might actually have aspergers, and I don't even mean that as an insult; look up the symptoms.

I know the difference between someone struggling from reading text from a script and those memorizing them to give the tone and attitude to a character. It's what should separate me just reading lines to actual voice actors.
I wont use Anime as an example because that would be too easy. Yet in the past JRPGs such as Tales of Symphonia and FFX had decent to subpar english dubs but from that point onward the english dubs start getting shittier instead of better.
Not saying every game after that has had shitty english dubbing but there's rarely any game worth trusting dubs with.
For me the story portion of a JRPG matters to me and if the english dubs is too cringe to play I would rather have japanese dubbing or just mute the game and rely on subtitles.

Those are the ones off the top of my head that I've played and had really bad dubs.
Doesn't mean that jap games can't have good dubs, but that most of the lesser ones get stuck with shit ones. Metal Gear Solid has always had great dubbing, you can't say that you'd prefer the jap voices without lying.
Yakuza 1, although being the only one in the series to be dubbed, had good casting and voice work done for it.
Sometimes you can end up with dubs that are pretty bad but still end up being really good in their own right. Of course, those instances are extremely rare.

I can read Japanese (pretty slowly) and follow along fairly well with spoken, but I've never tried speaking it.
It's nice to have English text with Japanese audio because there's often nuances in the speech that can't really translate well into English. Being able to pick up on these is reason enough to want the Japanese audio.
It's really just about how good it sounds and how well it's translated in comparison to the subtitles.
English voice actors are often so hammy and generally bad that it's better to play with Japanese dub and English subtitles- but even that they can somehow fuck up (see Drakengard)
Same reason you wouldn't want to listen to the English dub of anime. Prison School is recent example of crappy and unfaithful rewrites.

In all honesty what really sells the dub is that they redid the lines so that it's localized in a way that it's more "American" without losing the original script. For example, a lot of slang is used appropriately so you'll hear people call you motherfucker and whatnot.
It's interesting that Sega chose not to do such dubbing for the rest of the series, I'm guessing quality voicework like that was too expensive for what's fairly niche internationally.
