There are 100% original maps made in forge, not just edits, so it counts.

Killing Floor 2 is pretty good about easily allowing player made maps to be played by anyone.

Hammer always lost me around the time I needed to start making lights. Adding a light source is just 1 entity, but adding a good looking light source is such a painful process of constantly moving things around, adjusting brightness, color, and having to recompile the map every time to see how it looks. Their light preview tool sucks too.
