An abandoned mansion.

It's got a lot of fancy things other dungeons don't have; paintings on the walls, carpeted floors, a courtyard garden thing, an entryway, etc. Phantom Ganon was obviously just sent their by Ganondorf, but the Poe Sisters were probably the original residents, brought back to life by Ganon's evil magic to protect the temple.

It's probably called the Forest Temple because the Kokiri just found it and re-purposed it. Gorons can build a temple. Gerudo can build a temple. Kokiri are a bunch of kids living in trees, they lack the technology to build anything, so they just found an old abandoned mansion and called it their temple.

They probably just moved in long after it was abandoned, they both seem a bit primitive to legitimately own a big mansion. I think the monsters showed up with the Twilight Mirror Shard, but there are rooms that look really busted, so it was probably abandoned long ago.
