Because Miyamoto didn't want to make a Star Fox game. He's become jealous of how successful Splatoon is, and wanted to copy it, but not try to make a new IP. So he just took Star Fox, and added motion controls. The game fails because its not star fox, and its not even trying to be a improvement of star fox. Its just a cheap and lazy attempt by Miyamoto to try and cash in on people that liked Splatoon.

the core concept of the motion controls was broken from the start.
However, it might have been saved had it not ALSO slavishly tried to adhere to the stale SF64 story/setting/characters.
