Fable wasn't particularly great but laid a solid foundation for what could have been awesome sequels.
Lionhead never delivered.
Fable was the art of taking things other RPGs did well and doing them with the bare minimum of effort, then selling those stolen ideas as new ideas. The games were always shit, good fucking riddance.

Everything else was just this fucked up desperation to garner their popularity in all the wrong ways after the travesty that was Fable 3 - they probably lost their confidence after that one, and never got the ball rolling again, in the process forgot what was good about the first two iterations of the franchise in the first place
