Fishing Hamlet is a reminder to Maria of the wanton slaughter of the villagers when the Hunters were sent there to search for the secret to the villagers ascension. I experimented with a lot of things but the best way was just to run like hell. Once you figure her out it becomes pretty easy. It is one of the most infuriating boss fights in the game so just summon someone if you can't beat her. You need to do a lot of damage to her very quickly so staying close to her and attacking her torso and tentacles is the best way. Once you do enough damage she will get stunned and you can take a lot of health away from her.

Pizza cutter will fucking shred anything with the L2, and when you use a beast blood pellet it will kill Moon Presence in less than 20 seconds.

Ludwig's is a quality weapon. While it leans strength at lower levels, when its maxed it benefits equally from both. To the point where a 25/50 str/skl split is probably better than 50/25 because you get the same weapon damage + higher visceral damage. Its real strength comes from being able to scale very well all the way to 50/50 though.
If you get minimum skl to equip weapons and go 50 strength, the whirligig and even the kirkhammer are stronger than ludwig's. People mostly jizz over the whirligig's L2, since a lot of bosses just can't deal with it, but I found as I played more into NG+s and DLC and chalice bosses, I started using 1H forms more for speed and the ability to parry without the augur of ebrietas.
So relative strength can depend on when you stop leveling. Trying to get the most damage you can on the lowest level for pvp means str and skl weapons shine, but if you don't care about leveling then it's hard to compete with ludwig's and the moonlight sword.

You can find pvp at most levels, but it tends to be more active in the 80-120 range. I'm sure a lot of people try to game the invasion ranges as well. For example, a level 98 character is just low enough to invade someone at 80, but can only be invaded by people at 117 cutting out the 120s.

The lore reason, or the gameplay reason? Cause in the lore, when shit started to go bad the church retreated to Cathedral Ward across that bridge, and sealed it off. The gameplay reason is probably just that in early development Cleric Beast was the proper first boss, and that would be how you'd progress, but after designing a lot more area they decided to have people go through Gascoigne instead so they'd actually see all of it. Just a guess.

From an aspect of what she does she's incredibly unique.
