Regardless, the bulk of the game comes from the Magic and how it interacts with your Civ.
The Magic you use in combat is actually pretty meh. It's the one you use outside combat that rocks.
It's a wargame, not 4X. Things like economy are heavily abstracted while things like combat resolution are everything but.
Besides, picking a game for the sole reason of it being complex/detailed seems like a fool's errand to me, and that's the idea you get from your post.
