Vaan is only there for the player as a self-insert narrative figure, kind of like Ishmael in Moby Dick. The only time where Vaan actually breaks the observer mold is where he gives the supportive speech to Ashe to stop her pursuit of power for revenge. You could literally remove Vaan and give that speech to say Larsa and nothing would change in the plot.
Vaan doesn't come into his own until Revenant Wings where he actually is a proper protagonist.

Nope. A fuckton of the game's logic is tied to the framerate, it would cost them considerable amount of time and money to rewrite literally half of the game's code to accomodate for this.
And Type-0 HD runs on a completely different engine than the PSP version. PSP version used a modified Crisis Core engine, while the Remaster runs on Luminous Engine. Code-wise it's basically a whole new game, even if it reuses most of the PSP art assets.
