no such thing now. new patch has fixed that. there is an option in game now that sets everything to scale with you
you can do the dlc as a standalone, but I'd just do it while already on your current run.

There is an option now you can turn on to make it so enemy levels scale to yours so you don't have to worry about overleveling. Also you can do the new DLC at any point after you have completed a certain quest. Can't remember the name of the quest but it tells you when you start up the game.
