4's kind of an anomaly. If you look past the garbage fanservice it actually has the best "stealth" mechanics in all of the series, but it also has the worst gameplay. Theres a lot of non-sneaking stuff like the Rex battle and the chase sequence. It's basically a really good game wrapped in a garbage package. Same thing with MGS5. The game is solid, but everything else is lacking.

I used to like MGS3 most, but as time goes on I like MG2, Ghost Babel, and MGS2 all significantly more.
MGS3 does a lot of things right in terms of the pacing of new environments and boss fights. The cut scenes are well-presented and a lot more dynamic than what came before. But in respect to overall design MGS3 was the beginning of a sloppy more-is-better mindset and increasingly thoughtless attempts at balancing. People are correct to say that MGS2 is lacking in aesthetic variety. But every room and area are in excellent complement to the mechanics and enemy behavior.
MGS3 in comparison barely even seems to try, instead just throwing the player in superficially compelling areas and giving a lot of stuff to fuck around with. That can make it fun to experiment, but the core sneaking is frequently rather dull. The camo system reduces the game to a lot of crawling around, and the open environments are conducive to simply finding the right spot to snipe everyone with using the Mk22. Even if you do manage to get caught the myriad weapons and CQC more or less guarantee the player's success. The only part of the game with any real sense of tension is Grozny Grad following Snake's escape from his cell. But even that is quickly abandoned in favor of fucking with dogs.

MGS1 is extremely clunky after going back to it if you play 2. To make an argument otherwise is ridiculous because 2 is an absolute improvement on the controls 1 started. Preferring shadow moses over the shell is another issue entirely but the controls did improve greatly.
