Lucio's problem isn't even that he's overpowered, it's a severe lack of healer variety. Zenyatta's only ever been used as a fire-and-forget healer where you'd put your orb on a Tank, and Symmetra should be in the Defensive category since there's nothing supporting about her kit.
Mercy's good, but one other viable healer isn't enough.
