Even if shmups were nothing but memo (Which is hilariously wrong and how to tell somebody has never played a shmup), but even if we did assume that it was just memo, that is still irrelevant if the game requires so much memo that it filters out the vast majority of players because they can barely survive long enough to get a simple 1cc of the game, nevermind get into the scoring aspects or other survival based challenges.

I put about 12 days into Touhou Embodiment of Scarlet Devil and I still can't beat normal mode.

I've made it to the last boss a few times but the maid on stage 5 takes most of my lives.

Hopefully I can beat it soon but I'm starting to get discouraged...

Even if that weren't the case, Shmups would still easily be at the top. Even some of the easiest shmups provide an above average challenge.

The only things that would affect would be maybe Platformers and ARPG's, since there's quite a few of them that are easy.

Keep at it. Once you get your first 1cc it'll give you a significant confidence boost which should help you through the next few games (on normal mode at least) until you come to your next roadblock, which will probably be SA, and then you'll have to put significantly more effort in.
