I put about 12 days into Touhou Embodiment of Scarlet Devil and I still can't beat normal mode.
I've made it to the last boss a few times but the maid on stage 5 takes most of my lives.
Hopefully I can beat it soon but I'm starting to get discouraged...Can I be in the shmup tier even if I'm bad at shmups?

Even if that weren't the case, Shmups would still easily be at the top. Even some of the easiest shmups provide an above average challenge.
The only things that would affect would be maybe Platformers and ARPG's, since there's quite a few of them that are easy.

Keep at it. Once you get your first 1cc it'll give you a significant confidence boost which should help you through the next few games (on normal mode at least) until you come to your next roadblock, which will probably be SA, and then you'll have to put significantly more effort in.
I would say that you can't say that every game in a genre is difficult/casual. I would agree that most genres are heavily biased towards casual/difficult, but there are always outliers.
