It is though. You have normal enemies that are your same size shrugging off attacks when it only really makes sense with the rock, snake, and spider Yoma. It also makes attacking everything a pain in the ass since you have almost no openings to hit things but they can constantly keep comboing(Katana girls), and because of it that can actually keep attacking while stunned for a few seconds like in picture related. Then you get to the bosses and you get no way to actually hit the things more than once or twice outside of Ninja Arts but they can spam them and never let up on your ass.
It's a nonsensical way to prevent the stunlocking problems SV and Burst had and just serves to frustrate you. You basically have to just run in there and soak up damage which ruins your ranking unless you're someone like Hibari, Hikage, or Katsuragi who can buff themselves to actually start having their attacks cause recoil again, or you run through spamming Mirai's grenades.
Burst and SV are way more fun than this even if they have their own sets of problems.
