The algorithm is very weird. I saw a Mcree once get it for using his ult to shut down Pharah's ult. That was it.
I think it tries to do some fuckery to try and determine how 'important' the event was. Like I got it as Symmetra one time for three turret assists on temple of anubis that helped shut down a push to the point, but there were plenty of other people that got more kills at once.
And I think it rates non-ults higher. Like if one person gets a triple kill without his ult and the other kills the other three enemy team members only with his ult, I think the ult-less has a higher chance of getting shown,

Only if you play him like a useless retard. I held off a main corridor and rooms to the point on my own with strategic placement of his mine and bear trap. Ended up with like a 15 kill streak and at least 2 ultimates and fucked their Lucio, 76 and Roadhog every time they tried to solo me and get passed.
You can get some strategic setups going if you know how to use your trap. It also serves as a an alert to keep yourself covered from behind and avoid being flanked.

He has no mobility option to help him with his low health. If his jump would allow him to float a little like Pharah he would at least have some vertical positioning options and something sort of like an escape mechanism, though slow. Plus he could actually throw is orbs at teammates on rooftops or above you. Normally you can't do shit to assist them unless they hobble back to you. Maybe allow his healing orbs to be thrown at any team mate through walls but discord only on sight?
As I understand it he was totally broken in the Beta due to more health and orbs staying forever, but with what he's like now Snipers and Winston are the bane of your existence and they are commonly picked.

Winston is a better D.va most of the time
His gun does better damage, and D.vas does piss poor damage past the max range of Winstons gun.
Her reposition is worse in every way besides it being easier to aim, and because you can MAYBE push someone off sometimes.
Then her defensive is only ever good for denying high power projectiles. While Winstons is better overall since he can shoot while having it up, and it can still partially nullify those high power things.
The only thing that's not comparable is their ults.

See, that's a more legit complaint. It's not that she does less damage, it's that she can't give chase as well, and she can't juke around while shooting. She RELIES on being able to deal higher damage than Winston, because she's a damn near stationary target and she can't do much aside from use her jets if someone decides to just run away from her. Bastion gets so much disdain now that I can't play him. Even though I just like to run around with his normal gun and flank people, then jump into turret mode and unload on them before moving some more. Even people on my team see me select Bastion and tell me to switch to something else.

Bastion works on attack if the rest of the team is capable of holding ground.
He's also great on Hanamura point B because it has a lot of potential for Bastion setting up, and all it takes is the enemy being distracted by your team for half a second and you clear the point.
Who's generally better as a tank, Rein or Winston? I have more fun with Winston monkeying around and hopping about but Rein seems pretty strong, especially if you have a team who knows what they're doing so you can fully utilise the shield

Reinhardt is the best tank at being an actual tank. If you have people who will follow you and shoot through your shield, he's great. If you don't, you can still push forward and protect yourself and sometimes be a huge distraction while your team takes them from behind.
Winston is better for being a distruptor. He's a great Widowmaker counter, and he can serve as a distraction as well. Just try both of them in different situations and don't be afraid to switch since neither's ultimate are that useful or hard to build up that you can't afford to waste the charge.
