meanwhile technology still evolve, and I can upgrade my PC at this same pace, I'll get a 1080 when it will be 200$ so I could play this game 4 years late in 4K

Here in Canada the DLC pass costs literally the same price as the full game. It was $50 before the price hike. Now it's $70.

I put around 60 hours into vanilla Fallout 4 and felt I had accomplished pretty much everything. Did most of the major quests, most of which were garbage, checked out a lot of dungeons that all felt the same after awhile, became one powersledge man. Really I started to lose interest about 35-40 hours in, powered through the unimpressive main story then just dicked around until I stopped playing. I really don't know how people can still be entertained after 100 hours of Fallout 4.
