I honestly think she might just be the non-painted world version of priscilla.
In dark souls 3, it's heavily implied the corvian storytellers and the like are originally from the painted world, and they are scattered throughout the game, it's possible it collapsed outwards or something as anor londor became a "transitory" land.
In dark souls 1 priscilla seems kind of sheltered as well, describing the land as "peaceful" etc.
She almost has to be related to priscilla in some way, the scythe, the tail, the hair and body colour, there's far too much similarity.
Perhaps she was drawn out, and gwyndolin took advantage of her, sheltering her and giving her a role.
