Western devs are far more interested in the GDC, while Japanese devs prefer the TGS or TaiGS. The E3 has become a demo show that's simply too expensive with too little outcome for publishers. Nintendo already pretty much dropped out and does their own thing, and soon others will follow. It's just not feasable to spend that much money just to show some trailers you'd show anyway, and as said, actual contacts and business practices are done elsewhere by now.
The last couple of years should tell you everything to know about the insignificant borefest that'll be E3 2016.
