Vortexing never felt like the intention of Ibuki's design, just a consequence of how SF4 played.
She seems like she was intended to be a confusion character, able to make her opponent think one way then using the expectation to trip them up. A vortex character relies more on lockdown, which is suited to rushdown with good cross-ups (and why would a ninja fight right up in someone's face?).
