i'm using a 760 and I'll probably ride it to death. Witcher 3 is literally the most demanding game and it seems to run plenty damn fine on high settings--with Nvidia GimpWorks turned off. I don't give a fuck about muh realistic hair software if it alone causes up to 20-30 FPS loss.

There will definitely be improvements in framerates if you pick a newer CPU, especially in open world games like The Witcher 3 and other CPU heavy games. The 2500 is really old now and can't really keep up.
But I guess it's not really a case of bottlenecking or not, the graphics card will run fine, but your CPU can't run CPU heavy games well enough now.
I've got an OC i5 4670k and it runs fine for what I use so I won't upgrade, but whenever I do I'll definitely get an i7 now that the industry relies more on 8 cores.

Remember the 1080 was running that high (gpu at 1.6 or something like it) on the novidia video because it was an static render image and the gpu was under no stress, thats why the high clock and the low temps.
