Can someone build me a budget PC that can run this?
A PS4.
Wait a few more weeks for the budget Polaris GPU.

I already have it on PS4 but I want to get into PC and steam but still want to be able to play SFV

Does your PS4 suddenly vanish when you buy a PC?

might as well until FFXV arrives

It's always better to go a good tad above minimum requirements.

How much do you have to spend? Knowing that's important.

PS4 is in the living room on a 60" and moving it to my room at night to play on a 32" is way too much of a hassle. I wouldn't want to buy another PS4

In my defense, he did say "budget PC." I'm not going to ask him to throw more money at an i5-4690K or an i7-4790K unless I know he's willing to drop some serious coin on a processor.

Then you shouldn't be building a budget toaster that is only built with one game in mind.
If you actually want to get into PC gaming, expect to spend a good 600-700 as the bare minimum. Also there's no cross-buy for SFV, so you'll need to buy it again, plus the grind for fight money/real money to buy DLC characters.

$500
$600 if I wait until next Monday

Isn't that what the PSTV is for? Like you can stream games through it I think.

To tell you the truth, I have no idea how reliable a computer you can get for cheap.

PC Gamer sometimes goes for meme as fuck parts probably because they get their ass paid for it, but this build is probably alright. It goes for a tad above $700 though.
