In said new game some scientist in one of the larger towns sends you off to collect some components for this rifle he's conceived to bridge the strengths of laser and plasma weaponry. While speaking to him it's very clear he jumps from project to project, quickly losing interest in things and being a scatterbrain in general. After collecting the parts for him, he has to be reminded of the quest and once you do he gets to work. His assistant pays you and says you should check back in a few days (because the rifle is a potentially landmark step in energy weapons). When you return, you'll see the rifle described above sticking out of a waste paper basket and the scientist already on another project (a new quest). If you talk to him or miss the basket and ask him how it went, he doesn't understand what you're referring to until you remind him. He says he whipped something up but a new project caught his attention (new quest).
If you take the rifle and ask the assistant about it though, he'll thank you say he's been wondering where it could be and the the professor forgot where he'd put it. He examines the gun and says it's a brilliant piece of work, but there's work to be done. He clears it for field testing and asks you to use it for a bit. After you collect a 10 kills or 4 criticals, whichever comes first, you return tell him how the testing went (science/energy weapon/perception check) and if you pass one of them...
how do i get into this game, the writing isnt good enough for me to actually get into the courier character and enjoy most the quests and the world design is too shit to just role play as a guy surviving in a wasteland

New Vegas has got to be my favorite Fallout game. I started with the original but I didn't like it because I wasn't sure about where to go past that one town with the casino. Then I tried Fallout 3, which is alright but the writing in that game makes me cringe a bit and I don't like how it crashes a lot. Then I got New Vegas and I've loved it ever since. Obsidian did a good job with that game.

The rank and file fodder that comprises the vast majority of their military strength are relegated to spears and low-end firearms, those are the guys that get chewed to pieces by a typical NCR squad wielding Service Rifles.
Depending on how fast you piss them off, you'll probably fight more high-end Legion soldiers with 12.7mm SMGs and Assault Carbines than the typical Legion spearchuckers and the odd somewhat luckier flob with a 10mm weapon.
