I don't think so. They only had about a month's worth of TV commercials (2 weeks before, 2 weeks after) and one or two billboards in LA. GTA could've sold 50 million copies without any commercials.
Most of the money was spent during the last few months of development since every employee in all their studios worked on it.
They made twice their budget on day one and 1b in the first week, so who cares really? They're not like Ubisoft and spend more on ads than the actual game and struggle to move units.
