While speaking to him it's very clear he jumps from project to project, quickly losing interest in things and being a scatterbrain in general. After collecting the parts for him, he has to be reminded of the quest and once you do he gets to work. His assistant pays you and says you should check back in a few days (because the rifle is a potentially landmark step in energy weapons). When you return, you'll see the rifle described above sticking out of a waste paper basket and the scientist already on another project (a new quest). If you talk to him or miss the basket and ask him how it went, he doesn't understand what you're referring to until you remind him. He says he whipped something up but a new project caught his attention (new quest).
If you take the rifle and ask the assistant about it though, he'll thank you say he's been wondering where it could be and the the professor forgot where he'd put it. He examines the gun and says it's a brilliant piece of work, but there's work to be done. He clears it for field testing and asks you to use it for a bit. After you collect a 10 kills or 4 criticals, whichever comes first, you return tell him how the testing went (science/energy weapon/perception check) and if you pass one of them...

In extremely limited numbers you'll see high ranking NPCs (elite guards, major raider kings, if there are brotherhood or enclave, you'll see a few broken copies in their labs and the odd star paladin) carrying the gun.
The upgrades should cost about 50,000 caps together (on first purchase, they'll get cheap once he sells them since he won't have to be accounting for research into the concept, just materials and labor) and the gun itself should cost 5,000.

so i just found out that lonesome road doesn't just pin you as ncr or legion and ulysses actually has vegas and independent dialog but that due to a bad assumption on obsidian's part you rarely see it if you actually do more than a few ncr quests
to get the vegas/house dialog from him, your strip reputation has to be high and your ncr and legion reputations have to be neutral or lower, to get the independent dialog you have to have all three at neutral or lower
kind of dumb if you ask me, they could have checked whether "don't tread on the bear" and "beware the wrath of caesar" had failed first to determine if the player was going house or independent rather than ncr or legion and then done their reputation check if both hadn't failed
still, glad they actually put those dialogs in there, i always thought it was shitty that whenever i went independent/house i just got ncr lines

if you can, reload a save from before lonesome road and install the mod that dude linked, otherwise as long as you haven't entered ulysses temple you can use the console to set the three factions' fame to 0 and get the correct dialog for that and the correct duster
i don't know how independent's reputation checks work in the final battle as far as successfully convincing ulysses to stand down via reputation though, so if you want to do it without fighting might want to set your speech to 100 so you can do the speech checks instead
