You don't need a premade to get a "We're all soldiers now" game. Just pick soldier if you already have two. It snowballs from there very quickly.
It's legit very strong on payload maps where the extra bit of cover and healing you get from the payload makes up for the lack of a tank.
One of the interesting things about stacking the same hero is that it makes focus fire easier to coordinate. When everyone is playing the same character they all want to be at roughly the same ranges and pick roughly the same fights because they all have the same kit - that means you end up doing more or less the same thing without even realizing it. It's a curious hidden benefit to doing things like double Genji or spamming 76.

I don't believe Roadhog is projectile, it just draws tracer effects for each pellet to look cool. The right click does have a delay, but it's just like a shotgun you throw in front of yourself. I've never seen it tested, though.
Tracer, Widow, 76, McCree, D.Va, Zarya (somewhat weirdly since it's not a point hitscan), Reaper, and probably Roadhog... am I forgetting anyone else? But yeah, they're all hitscan unless you actually see a projectile and half to lead the target.

Soldier is undoubtedly a very solid all round character, he's particularly strong with a reinhardt on the team, as he can just stand behind the shield and take things out, but in terms of just raw strength, McRee is better. Fucker does ridiculous damage, with no spread (on left click) AND he can take out any non tank with a single e + fan combo.

Tactical Visor isn't really that great against most enemies since it is bodyshots only and you DO still have to aim to maintain your lock on to a single target lest it jump between several people ineffectively, but it can be sure to wipe out the squishy mobile characters like Tracer or high value targets like Mercy quickly.

Using projectiles requires a lot more work and math to be serviceable.
For good examples, CoD is hitscan on nearly all, if not all weapons, Battlefield games used projectiles on all weapons (atleast used to)

The problem is literally your internet/netcode. I have this problem to because I have shitty canadian internet.
If you have bad ping, because of the smaller hitbox of the gun, the speed of some characters, and high fire rate/low damage of the beam, your "shots" may actually be hitting behind the enemy, and it will make it look like you are doing absolutely no damage. It's fucking frustrating sometimes.
Go up against a tank with a big hitbox with your shit internet and have over 60% charge, and watch how they melt.

The issue is no other hero is a stronger single target support then mercy. No support is better for the team as a whole than Lucio, and move speed alone OP. Winston hard counters the strongest heroes in the game. Mcree murders any other hero 1v1. Reinhardt is the only true tank hero in the game. And Widow will win games on her own if you don't hard counter her.
I mean, really, at high level play, there just isn't ever going to be much variance without introducing some serious contenders for the top heroes.
