Because horrible games are made to appeal to the biggest userbase possible, which is tasteless casuals. They're usually made by hack devs with a focus more on microtransactions than the actual gameplay.
There's of course small games that got big of simply being good, but they're usually ruined by the sequel or a new team taking over updates like pretty much every Valve and Blizzard game.
