Gamebyro is a fickle as fuck engine, so if there's too many assets, even vanilla assets (which are the only assets allowed in consoles I think), it can fuck up game and cause it to crash since it's on a console which is weaker.
What modders are supposed to do is create a separate mod designed for consoles and try to keep it lightweight. However, that is extra work and many modders don't wish to do that. So players will download the PC version of the mod (assuming it doesn't use third party assets), and set it for their console, and then complain when it doesn't work because the console can run it. And many popular mods on PC use third party assets and third party scripting (such as F4SE), so it's outright impossible to put those mods in and console players are harassing modders and complaining that they're being elitist about it.
