He only shows up if you DON'T go up to the rafters and open up the bridge to Rosaria, BUT you open up every other shortcut.
I explored and went to the rafters as soon as I opened the door to them, so he didn't show up for me until I went back to Firelink. Thankfully you don't actually miss any of the "quest rewards" by missing the first encounter, which is how the rest of the NPC quests should be.

Yeah this is dumb. If you beat Yhorm last you don't get talk to Sieg and if you beat Aldrich last you don't get to explore the princess' chamber.
A better way to handle it would have been the to just force you to the dancer's room next time you try to fast travel

How would I go about raising my faith to 15 before having access to the priestess ring and without leveling up?
