Chances are the Neo and Scorpio really are just Sony and Microsoft being forced to upgrade by component manufacturers rather than them actually doing it. Microsoft has more incentive to do the upgrade as a brand reboot than Sony, but both are being fucked by AMD phasing out the production lines that both the Xbone and PS4 are part of.
Mobile and PC part wars have basically ensured that forced obsolescence is now part of the console cycle.
Hell Microsoft is pretty much going to be doing Xbone 2 and Xbone1S all things considered. Meaning, if they continue down this route, we'll get an Xbone 2S by 2019 and Xbone 3 by 2020.

They should just make the Scorpio the Xbox Two if it's really 4x as powerful as Xbone. Make it fully backwards compatible and give developers the ability to make forward compatible Xbone games that can utilize both SKUs. This way, devs can actually make games that fully utilize the new hardware if they want to, instead of forcing them to design their games around the older hardware.

People are already claiming that Sony will not allow differences between PS4 "suckers" and Neo users in anyway shape or form other than Neo having better performance. There is no advantage of owning a neo other than the performance boost which I would guess someone playing on a console will not give a shit about otherwise it would be playing on PC and not on consoles.
