No, the fact that you can actually avoid the explosion by using the terrain rather than it being a guaranteed whole-team-kill is what makes the range acceptable. If you couldn't use terrain it would have to be nerfed to something between 50-75% of its current range

D.va being underpowered has nothing to do with her ult (which is fine) or any of her abilities (which are also fine). It's her mammoth crit box that is located in the center of her hit box results in dying as quickly as any of the squishies despite having 100h400a and that she does very little damage INSIDE her optimum damage range (when outside she does nothing at all)
