You can do what I did and get a PSTV to play VLR. I wanted to play P4G and dangan ronpa as well which made the purchse justified for me, but now DR is in steam so it might not be worth it for you.
You can easily exploit a 3ds now though and pirate VLR, but for me I want to support the devs for these games.
They recently said that porting 999/VLR to steam is a possibility on Twitter the other day but nothing concrete and no timeframe, so it might not be worth it to hold out.

The game really doesn't have the same feeling if you watch it on Youtube. The best thing about VLR was jumping through timelines once you gather all the clues and keys and getting through the locks and just watching the story fall into place
